Hi Scott,
The number relates to the personnel number of the employee and had nothing to do with any particular area of Harland and Wolff as all employees would be expected to work in all the production areas at some time. From the number sequence the board can be dated to approximately the early 1950's however the personnel records are not available to the public and it is therefore not possible to trace this particular individual.
